Severe weather triple threat and one voice – the Queensland experience

The Queensland Crisis Communications Network has been established to bring key government and stakeholder communicators together to provide a single point of truth during a disaster or crisis whilst also supporting those at the coalface in our most disaster-prone state.

Prue Laven, Penny Dahl and Lachlan Clark from the Department of the Premier and Cabinet, and Chrissie McLeod from the Queensland Police Service talk about this EMPA Award-winning group at the July webinar.  They’ll discuss how the CCN operates and the obstacles faced during the Queensland Government’s communications response to recent cascading disaster events.

The QCCN demonstrates the way the EMPA Principles provide a strong foundation for good emergency communication, especially #1 A seat at the table and #5 Creating networks. 

Prue Laven is currently Acting Assistant Director-General, Behavioural Economics and External Affairs and Acting Chair, Crisis Communication Network (CCN) for the Department of the Premier and Cabinet (DPC) Queensland. In this role, Prue provides executive leadership across functions including emergency response and public safety, external communication and affairs and behavioural economics research.

While Prue has just stepped into the role of CCN Chair, she is not new to whole-of-government engagement in the Queensland Government, previously leading communication, creative, digital, brand, events, sponsorship and media teams within DPC.

Prue has also held engagement roles at the Office of the Gold Coast 2018 Commonwealth Games, Queensland Museum Network and Trade and Investment Queensland.

Lachlan Clark is Director of External Affairs for the Queensland Department of the Premier and Cabinet. Providing expert and strategic advice to support the Premier’s Office and leading media and government affairs across the whole of government.

Lachlan led the Public Information Capabilty during the recent disaster season when Queensland faced consecutive and overlapping natural disasters, ensuring critical messaging was delivered to at-risk communities.

Prior to his time in the Queensland Government, he worked in public relations, and radio as a host across several radio networks.

Penny Dahl is the Department of the Premier and Cabinet’s Manager in the newly established All Hazards Crisis Capability, a team which combines policy and communication staff to enhance the Queensland Government’s disaster preparation and capabilities. 

Penny is the secretariat for the CCN and played an integral role in the coordination of the whole of government communications response during the recent back-to-back disasters. She is not new to this space however, having previously worked in senior media roles within the Queensland Police Service providing strategic guidance during multiple high profile events including homicides, counter terrorism incidents and natural disasters.

Prior to government Penny’s background is in journalism, reporting for numerous radio and television stations across Queensland and northern New South Wales.

Chrissie McLeod has been a member of the Queensland Police Service, Media and Public Affairs Branch for almost two decades.

Having worked in a media liaison role during some of Queensland’s most challenging events such as Cyclone Yasi, 2011 floods, G20 and the GC2018 Commonwealth Games, Chrissie is currently the branch’s Senior Media and Public Affairs Advisor for Disaster and Emergency Management.
